PCB shuts door on Pakistanis in IPL

The Pakistan Cricket Board (PCB) has ruled out the participation of its players in IPL 2010 and has revoked the no-objection certificates (NOCs) granted to its players.

"No Pakistani player will go to the IPL this time," Ijaz Butt, the PCB chairman, told Cricinfo. "Why should we allow them to go? They didn't pick any of the players and it was an insult to us. Why should we let one or two players go? We will not take this lying down."

Butt's statement seems to have shut the door on the issue, though a PCB release issued minutes earlier held out some hope.

"All NOCs issued to Pakistani players for their participation in IPL 3 stand revoked," the PCB statement said. "In the future if any player receives an invitation for participation in IPL events, PCB will decide the matter on a case-to-case basis after consulting the relevant government authorities."

The decision came after Pakistani players were ignored at the player auction for the third edition held in Mumbai. Of the 11 players in the IPL's final auction list of 66, none were bought by any franchise.

That sparked outrage in Pakistan and led to statements on both sides - including one from India's home minister - regretting the blackout of Pakistani players at the auction. There has also been a warning issued by a regional party in Mumbai warning against Pakistanis being hired by the franchises, but recent reports indicated that Pakistani players could play a role in the next IPL season.

One player, allrounder Abdul Razzaq, has also been linked to two franchises though officials of both franchises deny any specific deal has been concluded.

The participation of Pakistani players in the third IPL season has been a subject of much controversy for the past three months, with some element of confusion over rules and eligibility. It was thought, when their names were included on the auction shortlist earlier this month, that the issue had been resolved but events at the January 19 auction suggest they are taking a new turn.

IPL third season to kick off from March 12 in India

The Board of Cricket Council of India (BCCI) announced that the third edition of the Indian Premier League will begin on March 12 in Hyderabad with the final to be held at the D Y Patil Stadium in Navi Mumbai on April 25.

After the IPL Governing Council's meeting Lalit Modi told that the matches are going to kickoff in Hyderabad on March 12. The third place match will be held at the D Y Patil Stadium on April 24, while the final will also be held at the D Y Patil Stadium on April 25. The semi-finals will be held in Bangalore. He added that the two new franchisees will be added to the current tally of eight teams from the fourth season of the IPL in 2011.

Modi added that there will be two new franchisees with a minimum bid price of US $225 million. They will come into operation in 2011 and follow the same process for the new teams as during the first auction. He announced that the auction for the fourth IPL would be held between the third and fourth quarter next year.

The auction for 2011 onwards for the teams will take place in between the third and fourth quarter of 2010 after season three of the IPL and probably after the 2010 edition of the Champions League because they don't want too many changes in the teams during the Champions League.

The current franchisees will be able to keep a certain number of players. The modalities are being worked out and they will announce that shortly. Modi also told that the IPL governing council has decided to remove the rule that restricted a franchisee from having more than two Australian players in their ranks. There was a restriction being imposed on having two Australian players in a team. The governing council has removed those restrictions.

Modi indicated that few players had been traded by the franchisees in the ongoing trading period. When asked about the participation of Pakistani players in the next season of IPL, Modi told that unfortunately the trading window began, they could not participate in it. There is auction window coming up and the Pakistani players will be put up at the auction.

The auction has been announced on January 19, with the upper limit being decided at US $ 7,50,000 by the governing council.

Four new venues have been introduced for the third edition of the IPL, which will run from March 12 to April 25 next year. The 60-game tournament will feature a third-place playoff between the losing semi-finalists as a qualifier for the Champions League and could also see the induction of ICL players. The IPL governing council, which met in Mumbai on Tuesday, has also decided to include two new teams from the fourth edition in 2011.

Visakhapatnam, Ahmedabad and Dharamsala are the new venues, hosting some games of the Deccan Chargers, Rajasthan Royals and Kings XI Punjab, respectively. Hyderabad will stage the opening fixture between defending champions Deccan Chargers and Kolkata Knight Riders, while both semi-finals will be held in Bangalore. The venue of the final hasn't been fixed but the season will end five days before the World Twenty20 opens in West Indies.

Today's decisions brought good news for the former ICL players, though their participation is subject to the BCCI's formal approval. They will now join the gravy train, though their payout could be considerably less than many of their peers. They will be valued in two categories; Indian domestic players will be paid Rs 8-20 lakh ($18,000-45,000) while foreign players will be made available through auction, depending on their demand.

The IPL will also make use of the services of the ICC's Anti-Corruption and Security Unit (ACSU) for the third season. The BCCI had agreed to draft in ACSU for the upcoming Champions League in October as well, at the ICC board's annual conference in London last month.

Another development for the new season was the reduction in the 'strategic timeout' from seven-and-a-half minutes to five. The timeout - which will be mandatory for both sides - will be split into two breaks of equal length with the bowling team opting for it between overs 6-10, and the batting team allowed to choose between overs 11-16.

At his press conference following the meeting, IPL commissioner Lalit Modi also outlined plans for Season 4 onwards. Two franchises will be added to the league, through an auction to be held next January, and the tournament will expand from 60 games to 94. The player auction for the fourth season, with a new salary cap, will be held in the summer of 2010 to allow squads to integrate. The 'icon player' concept will be done away with but there will be no change in the number of international players - ten in the squad and four on the field.

The second season was held in South Africa in April-May this year after the Indian government declined to provide security because the tournament overlapped with general elections in the country.
